refactor: remove dead code, complete quality sweep (FINAL-03)

- Remove unused _restartApp in Apps.vue
- Remove unused version computed in Home.vue
- Remove unused filteredCommunityApps in Marketplace.vue
- All metrics clean: 0 type errors, 0 build warnings, 515/515 tests pass
